Morgan Community College

Emergency Health and Accident

CP 19-10

The following procedures have been developed in order to assist instructors and employees with many of the emergency problems that may arise in the classroom or College building.

Instructors and employees are encouraged to use their better judgment when confronted with minor accidents or illnesses. However, in situations deemed more serious, they are advised to follow these procedures and to notify anyone in Administration. In order to activate the emergency response system, anyone calling within the MCC phone system must dial 9 to obtain an outside line, and then 911.

In general, any person acting in good faith to care for someone in an emergency situation is covered under the Good Samaritan laws. As the immediate emergency care provider, you should perform emergency care that you feel comfortable providing to the person injured or needing care. Assess your own abilities in each individual situation. The most important factor is safety for all persons in the area. Your first responsibility should be to activate the emergency response system and then assist the patient as best you are able.

Some persons may refuse to accept first aid because of certain beliefs that they or their parents hold. Constitutionally, this is within their rights. In such instances, the College should promptly inform the responsible party when an emergency occurs so that the responsibility is placed upon them. The Vice President of Administration should keep careful records of the case, attested by witnesses.

Illness or Accident

  1. Assess the illness or accident quickly and send someone to call 9-911 if necessary.
  2. Clear the classroom of any unnecessary people.
  3. Remain with the patient.
  4. Assign someone to contact Administrative officers immediately, giving the building and the room number.
  5. If the patient is unconscious or unresponsive, look for medical ID bracelet or necklace.
  6. Do not move the patient any more than necessary to maintain an open airway with adequate breathing or for the safety of those involved.

Other Emergencies

Fights
  1. It should be considered the responsibility of any College faculty or staff member to notify Administrative officer of a disturbance.
  2. The Administrative officer will contact the Dean of Student Success and Enrollment Management.
  3. Depending upon the seriousness of the situation, and the recommendation of the faculty or staff member who witnessed the situation, the matter may be taken before the Student Affairs Committee and disciplinary measures may be taken against the students or student involved. Criminal charges may be filed by the Administrative officer which will, in turn, require that action be taken by the Student Affairs Committee.
 Disruptive Social Behavior
  1. Individual discretion should be exercised by the faculty or staff member handling such cases. If the student or students involved can be appraised of their undesirable behavior and quietly ushered off campus, the incident can be closed. However, if any one student or group of students are frequently observed in violation of the established rules of conduct, (CP 4-20) their behavior should be reported to the Dean of Student Success and Enrollment Management, or a formal report should be filed with the Student Affairs Committee.
  2. If the situation cannot be handled by the faculty or staff member, he or she is advised to contact the Administrative officer.

Disruptions of the Educational Process through Demonstrations, Sit-Ins, etc.

The procedure for handling such situations is clearly described in CP 4-20. In the absence of the Dean of Student Success and Enrollment Management, the appointed designee is obligated to act in accordance with the steps outlined in that policy.
