State Residency:
Students registering for credit courses will be assessed tuition based
upon their classifications either in-state or out-of-state. State
residency will be determined by the registrar based upon the Colorado
Tuition Classification Law (Colorado Revised Statutes 1973, 23-7-101 et
seq, as amended) Students classified as out-of-state will be entitled to
petition for appeal for that decision.

Procedure for Appeals

Reclassification and Appeal:
1. If a student is classified as out-of-state, the following procedure
is established for appeal for that decision.
- The student may file a "Petition for In-state Tuition
Classification" with the college Registrar who will rule on the
petition. If the petition is approved, the student will be notified by
mail of the effective date for in-state classification.
- If the petition is denied, the student will be notified by mail.
In order to offer additional information, the student may appeal the
decision with the Registrar within 10 days following notification of the
decision. If the petition denial is sustained by the Registrar, the
student may appeal the decision with 10 days to the Tuition
Classification Appeals Committee.
2. Tuition Classification Appeals Committee
- The Tuition Classification Appeals Committee will accept new
substantiating information along with the original petition of the
appealing student. The student may present, in person, this new
information to the Appeals Committee.
- The Appeals Committee will consist of one faculty member, the Dean
of Student Success & Enrollment Management and one staff member from Financial Aid.
- The President shall appoint both the student and faculty members
from a list of 3 candidates submitted from the Student Government and
from Faculty Senate. The names will be submitted to the President no
later than May 15 of each year. Each term should be one year in
length, from July 1 to June 30.
- If for any reason a position on the Committee is vacated, the
President shall immediately appoint a replacement of the duration of
the term from the previous list.
- The decision of the Appeals Committee will be final.
